History of the dB cape
The dB cape went to dannyBstyle, the account of Danny Baranowsky. He is an American composer best known for indie game soundtracks like Super Meat Boy and The Binding of Isaac, and he runs a company called dB Soundworks.
Notch was a fan of his music. On April 21, 2011 he told Baranowsky on Twitter that he should have a cloak now, and the Minecraft Wiki uses that date as the cape's release.

dB cape FAQ
How do you get the dB cape?
You can't. Notch gave the dB cape to one person, the composer Danny Baranowsky, who plays as dannyBstyle, in April 2011 because he liked his music. It was a personal gift, so it was never part of an event, a purchase or any other way for regular players to earn it.
Can you still get the dB cape?
No. The dB cape was a personal gift from Notch to a single player in 2011. Mojang has not given it to anyone else, and nothing in Minecraft or the launcher unlocks it.
Who owns the dB cape?
It belongs to Danny Baranowsky, an American composer who scored indie games such as Super Meat Boy, The Binding of Isaac and Crypt of the NecroDancer. He sells his music through a company called dB Soundworks, which matches the cape's name.
