History of the MineCon 2012 cape
The second MINECON moved to Europe. It ran at Disneyland Paris on November 24 and 25, 2012, and drew about 4,500 people, roughly the same crowd as Las Vegas the year before. During the keynote the developers showed off what became the Redstone Update.
For the cape, Mojang went back to the 2011 vote and used the blue pickaxe design that had finished second behind the MineCon 2011 cape. Developer Tobias Möllstam described the capes as "pretty and blue" a week before the show and said they would go out when the convention opened.
Redeem emails reached ticket holders on November 24, 2012. The Minecraft Wiki notes that the mailout was briefly paused before it resumed.
Design
A pickaxe on blue cloth. It is the design that finished second in the 2011 attendee cape vote, with about a third of the votes.

MineCon 2012 cape FAQ
How do you get the MineCon 2012 cape?
Only by attending MINECON 2012 at Disneyland Paris. Ticket holders received an email with a redeem link that put the cape on their Java account. Mojang never sold it or gave it out any other way.
Can you still get the MineCon 2012 cape?
No. It was limited to MINECON 2012 ticket holders, and according to the Minecraft Wiki, Mojang disabled all unused MINECON cape codes on May 12, 2020. There is no current way to earn it.
Was the MineCon 2012 cape a leftover 2011 design?
Yes. Mojang recycled the blue pickaxe design that lost the 2011 community vote to the creeper cape. It had taken roughly 33% of the votes in that poll.
