History of the Prismarine cape
Drullkus is a modder who worked on Chisel, a mod that adds decorative block variants. In June 2016 he posted that he kept trying to edit the prismarine texture and could never make it look right, so he drew an original version instead of reworking Mojang's art.
On June 20, 2016 Jeb replied and asked whether Drullkus used the same name in game. The Minecraft Wiki dates the cape to that same day, and Drullkus posted his thanks on Twitter.
Design
Mottled teal and sea-green pixels that echo the texture of the prismarine block from ocean monuments.

Prismarine cape FAQ
How do you get the Prismarine cape?
You can't. Jeb gave the Prismarine cape to one modder, Drullkus, in June 2016 as thanks for drawing his own prismarine texture for the Chisel mod rather than editing Mojang's. It was a personal gift, never an event or store reward.
Can you still get the Prismarine cape?
No. The Prismarine cape went to a single player, Drullkus, on June 20, 2016, and Mojang has not given it to anyone else since. Nothing in the game or launcher unlocks it.
