History of the Translator (Chinese) cape
Most volunteer translators who earned a cape got the standard Translator cape. minecraft.wiki records a separate version for the Chinese translation of Minecraft on Crowdin, given on June 4, 2015 to three volunteers: Powup333, Craft_Lawrence and sjjklh.
The two capes are the same from behind. The difference is underneath, where the Chinese version carries a Chinese flag in place of the pink T. The wiki records no other recipients.
Design
It matches the Translator cape from behind. The underside shows a Chinese flag instead of the pink T.

Translator (Chinese) cape FAQ
How do you get the Chinese Translator cape?
You can't earn it today. minecraft.wiki records it as a grant to three volunteers, Powup333, Craft_Lawrence and sjjklh, on June 4, 2015, for their work on the Chinese translation of Minecraft on Crowdin. Translation volunteers since then have received the standard Translator cape instead.
How is the Chinese Translator cape different from the Translator cape?
Only from underneath. From behind the two capes look the same. The standard Translator cape has a pink T on its underside, while the Chinese version shows a Chinese flag there.
