Mojang has never announced this cape. What is known comes from minecraft.wiki, which lists it among the API testing capes, textures that show up on Mojang's servers while the Java cape system is being tested. The wiki calls them unofficial and says they cannot be obtained.

The wiki reports that the texture reached Mojang's staging texture server on October 10, 2023 and the production server a week later, and that it first appeared on a Mojang software engineer's account. A bug later put it on one player's account. Its internal name is size-m, which the player who found it suggested looks like a key from a data file rather than a real cape name.
