How banner layers work
Order, the six-layer cap and the component syntax
A banner is a base colour plus a stack of patterns. Each trip through the loom paints one shape in one dye on top of everything already there, so order matters: a Bordure added last frames the whole design, added first it gets covered by whatever comes next.
Since 1.20.5 the design lives in the banner_patterns item component, a list of {pattern, color} entries read bottom to top. A banner's
base colour is part of its item ID (red_banner), while a
shield stores it separately in base_color. That's why the
banner and shield commands differ.
Want a real flag instead of starting from scratch? The country flag banners have ready-made stacks for dozens of flags.

Frequently asked questions
Layer limits, pattern items and shields
How many layers can a Minecraft banner have? +
Six pattern layers on top of the base colour. The loom refuses to add a seventh, so this designer stops at six too. The base colour comes from the wool you craft the banner with and doesn't count as a layer.
Which banner patterns need a banner pattern item? +
Ten of them: Flower Charge, Creeper Charge, Skull Charge, Thing, Globe, Snout, Flow, Guster, Field Masoned and Bordure Indented. Put the pattern item in the loom's third slot; it isn't used up. Every other pattern needs only the banner and one dye.
How do I put a banner design on a shield? +
Put a shield and the finished banner anywhere in a crafting grid. The shield takes the design and the banner is used up. It only works on a shield that doesn't already have a pattern. The shield /give on this page skips that step.
Why does my /give command say the component is invalid? +
The commands here use the item component syntax Java Edition has used since 1.20.5 (banner_patterns inside square brackets). They're checked against 26.3. Older versions used BlockEntityTag NBT, and Bedrock uses a different system entirely, so neither will accept this command.
Where do I get the Flow and Guster banner patterns? +
Both come from trial chamber vaults: Guster from regular vaults, Flow from ominous vaults. Globe is sold by master cartographers, and Snout comes from bastion remnant chests. The rest you can craft from paper plus an ingredient, such as an oxeye daisy for Flower Charge or bricks for Field Masoned.
